IRC bots are IRC clients that are automated to provide useful features. Network services are exempted from these rules.

Network-wide Rules

These rules apply to every bot on the IRC network.

Bots are expected to follow the normal user rules

Found here.

XDCC bots are prohibited

This one is fairly self explanatory. XDCC bots use up resources and attract people who are not good for ClueIRC.

Bots that do anything illegal are prohibited

This one is also self explanatory. While this corresponds to the above rule most of the time, they are separate rules. For example, XDCC bots are not the only bots which do illegal things, and XDCC bots do not have to be serving illegal files to fit into the above category. This category also includes zombienets/spamnets/dosnets/etc.

Bots that cause excessive load on the servers are prohibited

Again, self-explanatory. As judged by Cobi.

Flood bots/harass bots/spam bots/etc are prohibited

Self-explanatory.

Bots must be identifiable as such

This can be done by sending MODE MyNick +B to the server connection before joining a channel. Bots which do not do this will be warned, then banned.

Official Channel Rules

These rules apply to every bot on the official channels. This includes #ClueIRC.

Bots that respond to lines without a trigger character are prohibited

This includes bots which turn [[Wikilinks]] into URLs, bots that scrape URLs and provide information about the URL, bots that send on-join spam, and general chat bots. (http:// is not a trigger character.)

Bots that are annoying are prohibited

Self-explanatory. As judged by ClueCouncil.

Bots that only provide redundant commands are prohibited

We don't need more than one bot to do the same thing.

Bots that publicly log the chat are prohibited

Community consensus says no to these bots.

Bots that have offensive triggers are prohibited

There is no need to have triggers that are offensive to anyone — even if you think it is creative. This includes references to unpleasant things, references to vulgar words, or racial/religious references.

Bots that provide no useful commands are prohibited

There is no need for these.

Bots that clone themselves are prohibited

Why should bots do this? Also see 1.4 Excessive Load.

Bots that are not approved by the ClueCouncil are prohibited

If the bot meets the above requirements, register with PHPServ then ask the ClueCouncil for permission.
